Short answer: yes, but only with the right documents. Under Vietnamese law, a foreigner can drive a car with a valid home license plus an International Driving Permit (IDP) issued under the 1968 Vienna Convention, or with a Vietnamese driving license. Some embassies, including the U.S. Embassy, advise that only a Vietnamese license is valid. Many visitors do not have either. In a city as busy as Ho Chi Minh City, most travelers find it easier and less stressful to book a car rental in Ho Chi Minh City with a local driver.
This guide explains the rules, the practical risks of driving yourself, and how to decide which option suits your trip.
What license do you need to drive in Vietnam?
Vietnam accepts two kinds of documents from foreign drivers.
1. An International Driving Permit (1968 convention) with your home license
Vietnam is a party to the 1968 Vienna Convention on Road Traffic. Under Vietnam’s Law on Road Traffic Order and Safety, in force since January 1, 2025, a driver with an IDP issued by a 1968-convention country may drive in Vietnam, as long as they carry both the IDP and their valid national license for the right vehicle class.
The catch is that not every country issues this type of IDP. Some countries, including the United States, issue IDPs only under the older 1949 Geneva Convention. Vietnam does not recognize 1949-convention permits. The convention is printed on the permit itself. The U.S. Embassy in Vietnam goes further and states that foreign driver’s licenses, even with an IDP, are not valid in Vietnam, and advises getting a Vietnamese license to drive legally. Because official advice differs, check with your own embassy before you plan to drive.
2. A Vietnamese driving license
Foreigners who live in Vietnam can exchange their home license for a Vietnamese one. This is meant for residents, not tourists. You need a Vietnamese residence permit, a notarized Vietnamese translation of your license and, in some cases, a health certificate. Applications go to the Traffic Police or the commune-level police, or online through the National Public Service Portal (dichvucong.gov.vn, in Vietnamese only). It takes time and is rarely practical for a short vacation.
What if you drive without a valid license?
Driving without a valid license is a traffic offense. Since Vietnam’s new road traffic rules took effect on January 1, 2025, fines are higher and police checks on main roads are common. There is a second risk that many travelers overlook. Travel insurance policies often exclude accidents that happen while you are driving without a valid license. A small collision could leave you paying for the damage and any medical costs yourself.
Is it practical to drive yourself in Ho Chi Minh City?
Even with the right documents, self-driving in Ho Chi Minh City is a different experience from driving at home.
- Motorbikes everywhere. The city has millions of motorbikes. They fill every gap, pass on both sides and turn without much warning. Drivers who are not used to this find it stressful.
- One-way streets and turn restrictions. Many streets in the city center are one-way. Some turns are allowed only at certain hours, and the signs are in Vietnamese.
- Parking. Parking near Ben Thanh Market, the Central Post Office or the War Remnants Museum is very limited. You may spend more time looking for a space than visiting.
- Rush hour. Traffic between roughly 7–9 am and 4:30–7 pm can turn a 20-minute drive into an hour.
- Highway rules. Expressways towards Vung Tau and the Mekong Delta have speed cameras, lane rules and electronic toll collection. Visitors often don’t know these rules.
- Accidents and paperwork. If something goes wrong, you have to deal with the police, the rental company and possibly the other party, usually in Vietnamese.
None of this makes driving impossible. It does mean that the first day behind the wheel in Saigon is rarely relaxing.

Self-drive vs. car with driver: a quick comparison
| Self-drive | Car with driver | |
|---|---|---|
| Documents | Home license + 1968 IDP, or Vietnamese license | No driving documents needed |
| Driving in city traffic | You | A local driver who knows the roads |
| Parking and tolls | You find and pay | Handled by the driver, usually included in the fare |
| Navigation | GPS, signs in Vietnamese | The driver knows the routes and shortcuts |
| Accident handling | Your responsibility | The operator’s responsibility |
| Rest during long trips | You drive the whole way | You rest, work or enjoy the view |
| Group size | Usually up to 7 seats | From 4 seats up to 45-seat coaches |
For most visitors on a short stay, the second column is the simpler choice.
When a car with a driver makes more sense
A private car with a driver is worth considering if any of these apply to you:
- You are arriving at Tan Son Nhat Airport. After a long flight, it helps to have a driver waiting for you at arrivals. A pre-booked Tan Son Nhat airport pickup avoids queues and haggling.
- You are traveling with family or a group. A 7-seater car fits a family with luggage. A 16-seater van keeps a larger group together in one vehicle instead of several taxis.
- You are planning day trips. Popular trips such as the Cu Chi Tunnels or the Mekong Delta mean several hours on the road. A driver lets you stop where you like and return on your own schedule.
- You are on a business trip. You can take calls and prepare for meetings between appointments instead of focusing on traffic.
- You don’t have a 1968 IDP. If your country only issues 1949 IDPs, a car with a driver is the simplest legal way to have a private car in Vietnam.
What about ride-hailing apps and taxis?
Grab, Be and Xanh SM work well for short trips inside the city, and taxis are easy to find in the center. They are less suitable when you:
- need one vehicle for six or more people,
- carry a lot of luggage,
- want the same car to wait for you at several stops, or
- are heading out of the city for the whole day.
In these cases, a car with a driver booked at a fixed price is usually more convenient. Many travelers combine both: ride-hailing for short hops in the evening, and a private car for airport transfers and day trips.
Tips for booking a car with a driver in Ho Chi Minh City
- Share the full plan. Send your date, pickup address, destinations, number of passengers and amount of luggage. The more detail you give, the more accurate the quote.
- Ask what the price includes. A good quote states whether fuel, tolls, parking and the driver’s expenses are included, and how extra hours or kilometers are charged.
- Choose the right vehicle size. Count luggage as well as people. A 4-seat sedan is comfortable for two or three passengers with suitcases.
- Confirm the pickup details. For airport pickups, share your flight number so the driver can follow any delay.
- Book with a registered company. Check that the operator has a company name, tax code and a real address, not just a phone number.

Frequently asked questions
Can I drive in Vietnam with a US driving license?
Not on its own. The U.S. Embassy in Vietnam states that foreign licenses, even with an IDP, are not valid in Vietnam, and U.S. IDPs follow the 1949 convention, which Vietnam does not recognize. A Vietnamese license is only available to residents, so most American visitors on vacation use a car with a driver.
Can I use my International Driving Permit in Vietnam?
Under Vietnamese law, yes, if it was issued under the 1968 Vienna Convention and you carry it with your valid home license. IDPs issued under the 1949 convention are not recognized. Some embassies advise getting a Vietnamese license instead, so check with yours before you travel.
Is it safe for tourists to drive in Ho Chi Minh City?
It is possible, but it is demanding. Dense motorbike traffic, one-way streets and limited parking make city driving stressful for first-time visitors. Most tourists find a local driver safer and more relaxing.
Is a car with a driver expensive in Ho Chi Minh City?
It depends on the vehicle, the distance and the number of hours. For families and groups, one vehicle for everyone can work out better value than several taxis, and a fixed price covers the trip without a running meter. Ask for a quote with your exact route and group size.
